When GWB was president and the GOP controlled both Houses, the rationale was "Hey, we're in power, we deserve more representation."

When Obama became president and Democrats hold (a tenuous) control of one or both Houses, the rationale is, "Hey, our voices need to be heard too! We deserve more representation."

See the difference?
