It's safe to say that any program designed to help the poor, working poor and/or disenfranchised minorities will inevitably help all Americans. Unfortunately, programs like the GI Bill had components that specifically left minorities out , which only contributed to the increasing economic disparity in the country. With that in mind, it's not surprising to find out that COVID-19 has also fallen prey to this form of "targeted" support: In May 2020, when the Wisconsin Supreme Court heard virtual arguments about the state’s stay-at-home order, Gov. Tony Evers pointed to a tenfold Covid surge in Brown County, home to a meatpacking plant whose workers are mostly Black and Latino according to The Washington Post. Chief Justice Patience Roggensack said, then, that spikes in cases “were due to the meatpacking, though. That’s where Brown County got the flare.
