Basically: Republican president rarely ask if they can do something, and Democratic president come up with excuses why they can't do anything. 

Except increasing the military budget. They all agree to do that.

Also, Democrats are very good with coming up with "liberal" arguments to do thing Republicans get pushback for even suggesting (Crime Bill, Telecommunications Act,
etc.)
